The central government has transferred loans worth Rs 6,000 crore to 16 states and two union territories including Maharashtra, Gujarat, Bihar, Assam, Delhi and Jammu and Kashmir as the first instalment of Goods and Services Tax compensation. Last week, the Center accepted the demand of states ruled by opposition parties regarding GST compensation. His demand was that the Center itself compensate the GST of the states by taking loans. The Finance Ministry said that the Center will raise the loans in instalments from the market to compensate the states for the reduction of Rs 1.1 lakh crore in GST collections. The Ministry said that the Government of India has arranged special loans to meet the shortfall in GST collections in 2020-21. A total of 21 states and two union territories have opted for this arrangement. The finance ministry will coordinate the debt. There is no reduction in the GST compensation item in five of these states.
केंद्र सरकार ने महाराष्ट्र, गुजरात, बिहार, असम, दिल्ली और जम्मू कश्मीर समेत 16 राज्यों एवं दो केंद्र शासित प्रदेशों को माल एवं सेवा कर क्षतिपूर्ति की पहली किस्त के रूप में लोन लेकर 6,000 करोड़ रुपये ट्रांसफर किए हैं। पिछले सप्ताह केंद्र ने जीएसटी क्षतिपूर्ति को लेकर विपक्षी दलों द्वारा शासित राज्यों की मांग को स्वीकार कर लिया था। उनकी मांग थी कि केंद्र स्वयं कर्ज लेकर राज्यों की जीएसटी की क्षतिपूर्ति करे। वित्त मंत्रालय ने कहा कि केंद्र, राज्यों को जीएसटी संग्रह में 1.1 लाख करोड़ रुपये की कमी की क्षतिपूर्ति के लिये बाजार से किस्तों में कर्ज उठायेगा। मंत्रालय ने कहा कि भारत सरकार ने 2020-21 में जीएसटी संग्रह में कमी को पूरा करने के लिये विशेष लोन की व्यवस्था की है। कुल 21 राज्यों और दो केंद्र शासित प्रदेशों ने इस व्यवस्था का विकल्प चुना है। कर्ज को लेकर समन्वय वित्त मंत्रालय करेगा। इनमें से पांच राज्यों में जीएसटी क्षतिपूर्ति मद में कोई कमी नहीं है।
